J. Steven Collie, City Manager

Steve took the role of City Manager for Oak Hill on May 31st, 2022. He describes success in his position as operating the city within its financial constraints while upgrading systems, ordinances, contracts, and financial accounting. He also considers “process improvement” as a goal city and governments should strive for and maintain. Steve holds a Master’s Degree from the University of Tennessee and Bachelor’s Degree in Political Science from Middle Tennessee State University. He served in the United States Air Force for 22 years as an Airlift Operations Officer.

The City of Oak Hill is chartered as a Manager-Commissioner form of government. The Five Member Board of Commissioners is the policy making body, while the City Manager is the Chief Administrative Officer.
 

The City Manager is responsible for carrying out policies and ordinances set by the Board of Commissioners, gathering information and making recommendations to the Board, supervising City departments, and preparing an annual budget.

The creation of the annual operating budget represents a significant effort across the departments, in conjunction with the Finance Department and the City Manager.
